What are the linkages under the back of the intake on 3.8?

So if I don't reconnect them,can I wire the butterflys open?Which way is open?Oh,I live in Commiefornia with petty smog laws.Will I still be able to smog it?Thanks to all.

Well the right way to do is is drill the butterflys out of the lower intake manifold.

I have an 02 3.8 and am wondering if a problem with the lmrc and or linkage would cause my car to udle fine and then die as soon as it's put in gear.??? I've already replaced the idle air control and the MAF... I'm at a loss here. Can anyone assist?
