wont start

my sons 02 mustang wont do anything. all dash lights stay on even with key out. i replaced the lock cylinder and get the same thing.

Sounds like something is wrong with either the ignition switch at the base of the column or the key cylinder. Is there an aftermarket alarm installed on the car?
