have you pulled the plugs? Could be rusted or badly corroded. How about the spark plug wires?

It's a good idea to remove the plugs and put a little oil in each cylinder then turn it over by hand before using the starter. If something rusted up you can do a lot of damage by turning it over with the starter. I'd drain the oil and look at it closely. Your video sounds like your engine is full of rocks, I'd get a compression gauge and measure the PSI in each cylinder before moving on. This will tell you if the engine is OK mechanically.

Sounds like something has gone terribally wrong. I agree with Chrome, check the compression to start with.

What is the story on the car? Why was it put up for year?

The serpentine belt runs the accessories and water pump, the 3.8 has a timing chain to run the camshaft. The engine will run for a short time without the belt with no damage.

Definitely put a wrench on the crank and see if you can turn it over by hand before trying to start it anymore. Drain and refill the oil. Check/clean/replace ALL the plugs. Check coolant level. All the things that should have been done prior to attempting to start it if it's been sitting for a year. Have you checked the air cleaner/intake? Maybe some rat/squirrel/other animal built a nest in there and it is completely clogged.
