Default E-Brake too tight

Having an issue with the e-brake on my 3.8 being super tight. Like I have to put full force into pulling it to just get half-way locked. I did a bit of research before coming here and it seems like most people have issues with it being too loose, not too tight. Has anyone else had this issue? Also any advice on servicing it would be great, I know general mechanics but I've never worked on the e-brake on my own car or any Mustang for that matter.
Thanks

I just popped off the center console and the whole thing is covered in rust so I might just replace it. If this is a bad idea, please tell me, but if it's a good idea, does anyone know where I can find a parking brake kit for a 2003 v6 automatic? Not just the cables, the whole thing.

Pretty sure you'd have to piece a "kit" together yourself. If it was me, I think I'd start by disconnecting the cables from the rear calipers to see if they move freely.
