Tail Light Tint Law
http://www.chp.ca.gov/html/streetlegal.html
This is a website that has a list of everything you cannot do to have your car street legal. From what I can see as long as the tint doesn't affect the color of the light to something illegal there should be no problems. There was no mention of tint which would lead me to believe it is not against the law.
edit: Btw practice google
first result for "tail light tint california law" is this webpage.
edit2: Also the closest thing I could see is them being "too dim" Which shouldnt really be a problem as long as you dont use too much tint. If you do, you could always buy brighter taillights to counter it.
