A sway bar is a must have.
You should do both but if you do only one, the sway bar is first.
BTW, a sway bar in the back on a solid axle, will improve as much as you going outside and p#ss in the wind.
Save your money for the huge swaybar you'll need at the front.

A rear sway makes lots of difference. Plenty of evidence and testimony out there in Motorhead Land.
Stiffer rear sway bars reduce understeer (the car wanted to go straight; now not so much).
Stiffer front bars increase understeer. Every new car I know of has moderate to strong understeer designed in, because it's less likely an ordinary driver will get into as much trouble in an understeering car.
If you must do just one of springs and sway bars, depending on the length of time between the installations, I'd vote for springs first.
They also have an important influence on body lean, which you will notice the first time you motate around a familiar corner. Springs are always in play whether your car is moving or stationary, and you can enjoy the improved appearance in pictures and memory.
Sway bars are an (eventual) must-have, but they only come into play when you go around corners.
There you are: enjoy the improvement 100%-plus of the time, or quite a bit less than that. Easy choice for me (but I unthinkingly did it bass-ackward).
