Default 1998 - 4.0 Lt. Engine - Idler pulley / Belt Tensioner Question

I have a friend who has a sqeeky belt, he took it in to the dealer and they wanted 300 bucks to change the idler pulley and belt tensioner assymbly..
We can not find any info in our chiltons book on how to do this...
Is this pretty much direct? Is there any proper way of torquing the bolts in?
