mixed suppliers of a specific component for certain factory runs is common in ALL industries. its common in mine and i'm sure its even more common in the auto industry. there should be no concern on why some have and some don't, rather there should only be curiosity on what the ball is for. maybe its a bug zapper...

Its no curoisity what the ball is for.
Its for the headlight bulbs that dont have the end dipped in blackout.
It keeps the direct light from blinding the oncoming driver and only
lets reflected light from the reflector out of the heallight bucket....

The headlamps are all made the same company in Canada.
05 and most 06 have the bulb covers, very few of the 07 have them and from there they disappear.
The bulb covers exist to block light escaping through the the top of the bulbs so light does not shoot directly into oncomers eyes.
The lamps take an H13 bulb which by the industry standard and possibly DOT certification requirement of the bulb producers is masked at the top with an light opaque coating.
The company producing the lamps decided to save some costs by eliminating the covers since the bulbs are always coated anyway. The covers did block more light at wider angles, however apparently they are not required for FMVSS 108 photometric compliance.
