PO191 code.. fuel pump?

Hello, Im experiencing thesame bogging down and intermittent starting issues as everyone else with the PO191 code. I have not replaced the fuel filter yet, the reason I haven't is because I believe my fuel pump is dead. I ran the stang to near empty then I started having the intermittent problems shortly after I refueled. My fuel pump stopped priming the lines and could no longer be heard. The code itself, or the fuel pressure sensor should not prevent the pump from operating correct? I checked the fuel pump wiring harness with a multi meter and upon turning the key I have 12v. I believe I checked it right.. I just probed the first 2 ports and the 2nd 2 ports with the pos ans neg probes. (If anyone could clear up which wires are pos/neg that could really help!) Anyway, I was sure it was the pump so I ordered a used pump off ebay and the pump isn't priming, just like the old one. Am I right in assuming its the fuel pump failure? Even if there was clogged lines/filters the pump should still prime upon turning the key, right? Thank you!
