they aren't weak, they are just badly flowing.
+1 They don't flow for ****. PI head/cams/inatke (99-04) > Non PI (96-98)

ported NPI Heads > PI heads. You won't get any serious power gains out of your NPI motor without changing/porting the heads without a power adder.

The heads on 96-98 4.6's aren't as bad as everyone thought. The major power increase from the PI swap comes from the PI Intake, PI Cams and Compression bump...Just swapping the PI Intake/PI Cams onto NPI heads has been shown to gain up to 35rwhp. This option works well for those who still want to supercharge later and not have to deal with 10.3 to 1 comp.
