You can easily get 20MPG with 4.10 gears regardless of what kind of driving you do IMO. Don't forget if you get a set of gears, you'll want to get a handheld turner to recalibrate the speedo. American Muscle is a great place to order anything you need for your car.

The WRX is a nice car, but Amen on them being a pain to work on and crap transmissions. Stupid flat 6 design. Not to mention the turbo lag, the god forsaken turbo lag. I would have run my Mark VIII swapped gt against my stock WRX any day of the week and I would definitely run my mostly stock Formula. The best thing is going to be to get away from the NPI platform. PI, or 4V and you will be dusting those ricers.
