Well thanks for the answer....why couldn't you have just answered what I ask about vacuum in the first place..plus comp can tech guys also told me that it should pull that much vacuum.
I can't post an attachment to show chart i was going by on vacuum,it indicated low vacuum had to do with advanced came and less vacuum indicated leak.. but what i was told for a cam with 112* lsa it should pull 16 to 20 inches a cam with 108* will pull 12 to 16..same thing as valve overlap.

my 282 was on a 112 also, 9-11 as I said 3 pumps on the brake and booster was empty and it pulled all the way to 6500 set dot to dot but degree wheel confirmed proper setting as I stated.....if you didn't degree it, who knows, could be a multitude of things, from possible cam timing to mismatch of parts, back in the day the gt-40 was a top intake, but in a unported manner, I'd take any other but it nowadays , the lower is restrictive, you'll often see ported lowers with the gt-40 upper for a good reason, to get my cobra close to what my eddy rpm 2 is, I had it ported to the max
