thats the first thing i did
took the top off the distributer and looked to see what is going on.
the springs are good and the whole plates moves around so i put it all back together and tried again and yep no mechanical advance
10 degrees at 3000 rpms
so its time to go to napa

That doesn't sound right. If the weights move freely and the springs are good, it will advance. It has to because of the centrifugal force from spinning, the same shaft that turns the rotor

sqame opion here.
a) remove the springs completely.
the machanical advance shoudl kick in fully and very early
if that works, then you know that the weights are ok and free. and your problem might be the springs being dodgy.
Try to get a different set of springs. If you have a buddy with a new distributor, he'll probably have a set of springs flying around
