IRS
I'm not aware of any bolt-in IRS for the S-197, although there is available a highly advanced Watts Link setup from at least 2 vendors - FAYS2 and Lakewood - that replaces the simplistic panhard rod. A Watts link setup would cost about 600 bucks and offers definite rear suspension handling advantages, but falls short of a full IRS.
I dont know why so many people complain about the live axle ... Ive been in cobras with IRS and it wasnt that great... and honestly the only time Ive even noticed mine is a live axle is when I go over a speed bump at an angle because it doesnt sit flush when only one wheel is on the ground. Other than that, mine launches better, mine has no wheel hop, and mine doesnt have mechanical problems.
IMO there are tons better ways to improve this suspension and make it better than an IRS setup. There are always going to be IRS freaks out there that claim its the end all- be all of suspension, its like that with everything. Since there are MUCH more serious auto cross racers out there winning races with the live axle, Im pretty sure you can cope. Then again its not my place to tell you where to waste your money.

IRS has two disadvantages.
1) Weight - S197 Mustangs are already Heavy...don't make them heavier [&o] (altough it could even the weight distribution to 50/50 instead of the 53/47 it has now
2) Weaker - The IRS is normally pretty weak in the half shafts. If you ever do any serious power mods you'll probably snapping them like an RC car.
