Yes, unfortunately, they can ticket you for having the headlight covers like mine even during the day!
They can even give me a ticket for the slotted rear tailight bezels, since they cover part of the factory taillight covers. And if someone were to rearend me they could claim that i had modified my taillights and so I was at fault!
