Even as a non emergency vehicle you are allowed to have as many blinking red or amber lights in the rear of your vehicle as your heart wants.
Unless your blinding drivers or the sort with modified RED or AMBER lights in the rear your fine.
(I'm sure some facist state like VA or CA will have exceptions on the books)

As far as I know, sequential lights are legal. The 1968-72 Cougars, 1974 Thunderbird and some Chrysler 300 cars had them. But you should check with your DOT to be sure.
I can say that nobody has ever told me that they had problems with the police. I would think that if you use your turn signals, that's better than most people! ;-)
