I read somewhere (don't remember where) that it is illegal to remove TPMS from stock wheels if the vehicle came equipped from the factory with TPMS. If you replace the wheels and TPMS can not be installed on the replacement wheels, then that is okay. I don't know if this is a federal or California thing.

How would the authorities know if you had TPMS capability, but did not have the sensors on your wheels? The illuminated light on the dashboard could provide a clue.

I'm pretty sure it's just that the car can't be sold without the sensors, not by a dealership anyway.
I bought a Bullitt wheel and tire set from newtakeoff.com and all they're doing is taking the wheels right off a GT and reselling them. They don't dismount the tire at all, so the sensors are still in them. I put mine on about a week ago, drove 600 miles over the weekend and no warning light. Never even bothered to retrain them.

The TMPS system is Govt mandated on all 07s and up.
You will get a warning light and your sensors will need to be retrained.

They could easily ping the sensors from a
distance and look for a response like the SJB does.
But it does not look like a law they could or would enforce.

Is there a reason I haven't gotten the warning light in the 600+ miles I've put on the car since installing the new wheels? Is there a point when It's just finally fed up with me and just can't take it anymore, and just has to say something? Is it just giving me the cold shoulder right now?

Warning light or warning info via the message center?
Pop that negative battery cable off for 20 mins and
then rehook it. See if that does not cause a TPMS warning.
