I have no idea, but I had the same experience with the Brenspeed tunes. I had both 91 and 93 tunes for the 07 and the 09, and in those cases the 91s felt stronger as well. I guess just because the # is higher, doesn't mean its better.
I have a 93 tune for my Vortech as well as a 91. Again, I like the 91 better. The 93 in this case didn't feel weaker, but instead felt the same to me. So I figured why not run 93 octane on the 91 and give myself a bit of a safety buffer.

I have 93 torque & race and I'm running the torque tune. Its seems a little punchier down low which I like and it gets 1-2 mpg better.

Normal driving I switch back and forth between the 91 race and 91 tq. At the 1/8 mile track, I prefer the 91 tq because I have gotten the best E.Ts with that tune. In actuality, the tunes are basically the same with the throttle response being different. I dynoed the race and tq tune back to back and the lines on the dyno graph mirrored each other. The tq tune didn't have higher numbers bellow 2000 RPMs and the race tune didn't have higher numbers about 2000 RPMs.

I have tried all three of the 93 octane tunes from Bama Chips (Torque, Performance, and Race), and the 93 Race tune is by far the most fun. I was not too impressed with the torque tune and I had the Performance tune for 6+ months. I just got the Race tune yesterday, and it blows away both of them. The downshifts in the Race tune give me a "wholly sh*t!" feeling. I won't be switching back to either the Torque tune or Performance tune.
Now I just need a supercharger...

There is more chemical energy available in a lower octane fuel, so all else being equal, a lower octane fuel will indeed make more power. The reason to use a higher octane and tune for higher octane is the ability to run more advanced timing (mechanical energy)without detonation. It is possible that the extra mechanical energy available in a 93 octane tune is not enough to outperform the extra chemical energy available in 91 octane fuel.
This doesn't help the OP or keep the thread on the intended path.....just satisfies my need for the occasional engineer moment.
