You're right, the wheels don't have anything to do with the governor. It's known in the options package that the car came with 16" wheels, and like they were saying those tires have a lower speed rating. So it gets the lower top speed limiter.
In 99 the base GT had 16" wheels. I have upgraded to 18" wheels now.

New cars are governed to certain speed by the BASE tire speed rating. Example, 96 and newer tauruses are governed to 112. Why? Because the speed rating of the tires is 112. Basically they dont want you to exceed the limitations of the car.
At any rate, on my friends 93 LX if you held the off button on the cruise control it would shut off the speed control (governor,limiter, whatever). Im not sure if this still holds true for the OBDII cars, but hey you could try it.
