Heads and Cam (Need Advice)!!!

Heads and Cam (Need Advice)!!!
To start off I have a budget of about $2500 including parts and labor. I want to do a maijor upgrade to my car this summer. S/C or a turbo would be nice but my wife would kill me. Thinking about upgrading my stock heads and cam. What brand of heads and cam would you guys recommend? So that I want get overcharged, what would be a resonable price a mechanic would or should charge? One last question will I notice a big difference? Trying to get to the low 13 range. Will this upgrade get me there?The mustang is becoming a hobby so I want to start racing it this summer. Thanks guys any input would be appreciated!

expect to pay around 1300-1500 for the heads, 600+ for the cams, and then a few hundred here and there for other stuff you may need. I don't think you will find anyone that wants to install this for around 500 bucks unfortunatly.
Power wise I would expect you to make around 250ish WHP now, and maybe 290-300 after the heads/cams, or 310~ if you were to install LTsas well.
