Last year when I wrecked my 03 GT, I wanted to put a cobra front bumper on it. My ford dealer body shop told me that inorder to do so I would also have to change the inner crash bumper, because the GT and cobra are different, are they right.

maybe hes talking about the reinforcement panel, they are are the same from 99-04

You don't have to change out anything but the bumper cover.

Why do I recall hearing that an '03 cobra bumper requires an '03 cobra hood or else there's a gap?

Nope, not required.

i heard the same thing about the hood required with bumper.

It's a myth, just trying to sell a hood. I looked into it thoroughly when I went through front bumper changes on both Stangs and I would have 03-04 bumpers, if the price wouldn't have gone through the roof.
