Right overhead cam wont turn

Right overhead cam wont turn
I am installing a new timing chain on a 2001 ford mustang gt.
The left side went smooth I was able to turn the cam and match the mark on the overhead cam with the crankshaft mark.
My right side does not turn it turn a little but not enough to match the mark on the overhead cam wheel with the crankshaft mark.
What am I doing wrong.
