What should my fuel pressure be?

Mine ours between 38-41 until i push on shredder valve . this is on a 02 mustang gt cranks but no start.. I have to turn key on n off a couple tines to build pressure.... Safe to say it's fuel pump?? I can start it but runs horribly if i unplug cam shaft sensor but spraying starting fluid doesn't work either....help

P.s ive replaced cam and crank sensors

What do you mean by "push on the Schrader valve", open it,?
38-41 psi is normal, check the spark plugs and COP boots...
