When I start to stop my car will stick at 1500 rpm and if I stop completely it will die. If I let off the brake the car will gain speed and change gears by itself. Any help???? I dont use the cruise control but I dont know what else it could be

check the throttle linkage, and cruise linkage for binding and damage. the cruise will not do this by itself, there is a physical problem that should be very obvious if inspected.

Your cruise cable is not adjusted properly, let some slack out of it.

I haven't been under the hood of a 03 that had cruise but on the older fords it's typically a second throttle cable that routes to a box on the fender somewhere. You should be able to trace it from the throttle body one cable will got to firewall for the pedal the other will be the cruise control.

the cruise on your year mustang has nothing to do with vacuum, however a vacuum leak can sometimes cause a high idle condition. do not try to adjust the cable unless you know FOR SURE that the cable is physically holding the throttle open at all times
