Convert. Top and Dash Clock

Is it possible to patch a top that has holes in it from the wear and tear of being operorated? And also the dash clock quit working. What could the problem be? I checked the fuse and it is fine. Also back seat belt will not pull out. Seems to be jammed. Any suggestions on this!
