Default A/C unhooked?

What would the possible reasons for the airconditioner to be unhooked? The tubes were just sitting there loose on the compressor, not actually hooked up. The compressor was still on the belt. The little canister thing (lol idk what it's called, condensor?) on the firewall was like 1/6th full of rusty looking water. What's some things I might want to check or do before just hooking it back up ,after I get my engine in, and filling it with freon and trying it out?

that condenser will need replacement. talk to a local shop, they will tell you what needs to be replaced, like the condenser and dryer. it will need to be vaccumed down and then charged (filled up w/ freon.)
