Default Question on current build

Do i need to install a Fuel Pump Eccentrics on my 94 5.0? I got a 306 from a guy that had it in a 90 notch and he had one in it before but the guy helping me build the engine said i dont need it so he left it out when he put the timing chain and cam in.

Your help is greatly appreciated.

I will be posting pics of the current build status as soon as i upload them.
