Default 1980 Mustang

I have a 1980 mustang, the seatbelts won't tighten like in a crash. Is there a way to change this?

In Jacksonville, have to have seat belts here...Camp Lejeune and crazy Marines. Fort Bragg and all those Army guys driving is about same for you.
