Its a different type of mounting system for roller rockers that most aftermarket heads have, although you can also buy aftermarket heads for pedestal mounted rr's so that you can reuse them. stud mounted are easier to install and adjust. The pedestal mounts have to be shimmed or you'll get excessive valve train noise and other problems.

I don't have the exact measurement but there is supposed to be a specified distance between the roller rocker and the tip of the valve stem. If its not within specs there wil be excessive play and valvetrain noise.
