Default sticking RPMs

when i give the car a bit of gas, it revs up and sticks at that rpm for about a second, then drops back down. it gets really annoying in between shifts. could this be a leaky injector or maybe a dirty sensor?

no it's a plug that goes into your speedo gear in the trainy.....now if you don't have it then there is something else going..maybe??? orange, and green wires...
