I not sure what wire you should measure but the voltage should be low when the tps is losed (KOEO) and should have a higher voltage 5 or 8 depending on the system used (not sure which it is) when the tps/throttle body is opened (KOEO). Also check your PCV valve, they can contribute to a rough idle.

you can perform a idle relearn to stabalize the idle but I'd also check for vaccum leaks and clean the maf

Check for vac leaks, make sure you are running high octane gas with the timing. When you are messing with the TPS, throttle closed it should be as close as you can to 1.0V so .998V is the best. Also, when you are testing it have a friend in the car have him press the gas to the floor and make sure that the throttle body opens all the way, dont do it from the throttle body itself. In doing these tests make sure the car is in the "on" position but not running. To adjust the TPS loosen the screws and turn the sensor, you should be able to get it within specs if it is good. Then tighten it.

I thought that my tps was bad when my timing was messed up but i only noticed it at WOT. Now i set my timing to 12*

i re-adjusted the tps to .998 and timed the car to 14degrees for now. it runs alot better. i also replaced the iac. the idle got better, but still kinda jumps so my dad is gonna do an idle relearn. the only complaint i have is i cant really hear the camshaft that well. i have the b303 cam in it.

WTF? yes it will unless your doing it wrong. (when measuring put key to on position)
