i would deffinately think so. keep the tires on the rim to protect the smoothness of the outer wheel (if you dont care about the tires)

in that case i would take the tires off and tape the wheels where they contact the tire so that doesnt get rough, then sandblast carefully

try soda blasting, much less abrasive than sand blasting.

or try a chemical stripper like acetone or airplane paint stripper

If it were me I'd pull the tire from the rim for 2 reasons.

(1) makes getting all the old black paint off easier and has a place to hide what old paint you don't get off.

(2) When you repaint the rims you you can get completely around the lip on the rim.

Again if it were me... I'd go with either Aircraft paint stripper, or Permatex spray on gasket remover: Both will remove paint and ever Powder Coating.

i removed the paint off of my turbines (previous owner painted them silver :P ) with acetone but 16 sharp spokes makes your hands into minced meat

Case in Point,
I used Aircraft paint stripper to remove the paint from my Cobra mini spare before I polished it.

Sprayit one .. let it sit... wash it off!

Someone else used Permatex Gasket Remover to remove there powder coating.

And here's the link to the thread where he used the Permatex Gasket Remover.
