Default OBD2 EFI 351w...

Hi guys I've got several questions about OBD2, EFI and 351w for a 94/95 mustang build.

Guess I'll start with OBD2. My question is, would it be worth it trying to swap a 2001 explorer computer and harness over for better programming and goodies on a 351w build?
Next is stock EFI. Well I say stock, I actually want to use a lightning lower and a cobra upper. My question is would that be able to stand up to 400whp?
And last is just a head, piston and cam suggestion for the 351w.

there is a guy on here that use to and still may make cam sensors for a 351. That is one part that I am pretty sure you will need that won't swap out from an explorer.
