Right, the fast idle is basically to let the engine idle at a higher speed(1,300rpm say, or where ever it's set) when the choke is on. When the choke is off then the curb idle, the plain ol normal idle, controls idle speed.

So when is the choke on? During the initial startup and ?

Go to the Holley webpage and download the manual for your carb and adjust the choke and fast idle accordingly.

Or your can spend a few hundred and many hours converting to EFI.
