Default Solenoid/ignition switch issue

Tried hooking up the wiring to the starter today, put my DVOM on to check voltage at the various key positions testing for functionality. I would assume it isn't normal to have 12v to the starter motor side of the solenoid in the "on" position? The solenoid works fine, tests fine. 12v to the "s" terminal closes the solenoid, giving 12v to the "I" and starter motor. But just at the "on" position, rather than the "start" position. Any other possibility other than ignition switch being faulty? Any wire connection to look at somewhere?

Thanks in advance.

Could be a defective solenoid. Just last week I had problems with electrics, the VR clicked in whenever I connected the battery. Turned out there was an internal short between the battery terminal and the S terminal.

A bad solenoid crossed my mind, but when the key goes to the off position, everything powers down like it should. "I" and starter side both go dark.

Okay I had a similar problem not too long ago. Check the grounds for the solenoid. Clean the surface where you attach it to the apron to give a solid ground. If that does not work just buy a new solenoid and if that does not fix it you can always return it.
