Since it appears by your options that you are on a budget I would recommend the OE Mach1 Tokico's.

Monroe shocks are junk, they are more suited for a Buick or Crown Vic.

Whats wrong with the Monroe shocks? I've heard nothing but good things about their Sensatrac line. They are better then stock (at least). Not race quality, but good for a daily driver.

I have Tokico blue struts on the front, blue shocks on the back and KYB quad shocks. No complaints here either.

to answer both, no...you do not need c/c plates to run your application

as for the shocks/struts........kyb gas adjustables are a good choice for someone on a budget
(i feel your pain! lol)

they run from 300-400 from what i have seen but i bet on ebay you can find them cheaper

my roomate has those on his 97 gt and loves them
