Default late downshift at 2500 rpm

I have a 98 - 3.8 that at speeds of 10 to 45 the rpm should be around 1200.
I have to get the rpms up to around 2500 or 45 mph before it kicks down to around 1200rpm.
Do anybody have solutions on what I might look for or to test. Driving like this burns a lot of gas, just to get the transmission to downshift and the rpms to shift down to around 1200.

I had a buddy that had the same problem in his S10 truck. It was the clutch plates (yes clutch plates in an automatic) that were going bad. Get it fixed quick, if you don't other things go wrong in the trans....like he found out!!!!
