1967 Mustang Transmission Problem

1967 Mustang Transmission Problem
Need some help. Finished the resoration on a 67 Mustang coupe with a 289,
C4 transmission. Everything is worrking well except the transmission will not shift up. I put the car in Drive, it starts off in low and will not shift up (it did once, but can not get it to do it again). I checked the linkage, that seems OK. The kickdown is not hooked up at this time, could this be the issue?
I am hoping it is something simple?
Any ideas?
