Default 1966 Master Cylander

I have a 1966 200 cid engine. The brakes work, but the pedal goes down about 1 inch before it gets resistence. The brake fluid is in a small meatal canister with a screw on top and the cap has a large 1 inch rubber bulb in the inside. there are no fill lines in the canister and it is hard to tell how much if any fluid is added to the metal canister.

Can someone explaing how to tell if your car needs brake fliud, how much and if there is more to it thna just pouring it in the metal sylander?
