Are you covers the Blue tinted ones (looks like it)? If so thats probably the reason. On my 85 (back in the day ) I made individual headlight covers that velcro'd onto the actual lights and fogs (6 of them) and painted them the color of the car (Canyon Red) I liked the solid look it gave the front end. I got pulled over because of the color - said that if light reflected off of them it looked liked red lights which would be considered "impersonating an officer". I guess if yours have a blue tint to them it could a similar reason??

If your covers are just black tinted, then your town/city sucks much a$$. Headlight blackouts are a plenty around here.

No, its the black ones on the green mustang. And they aren't total blackouts, my lights will go threw them at night, but very poorly.

it tells you right on the box to check with your local law enforcement to se if they are street legal.
here in Michigan you have to remove them at dusk.

not street legal here.
only for looks during the day thats it.
they will write you a fat ticket for it if they want to.
mine only stick on with a piece of velcro

this is my 2nd set. the first set got stolen right off my car!
