Here in Cali -- no cats & with no problems. It only takes about an hour to swap the mid pipe back to stock ... I'll just do that when emissions comes around[:-]
YOu can save an hour and just find a place that doesnt care

Rural Pa. has visual inspection for emissions. Sounds right to me.
