Yes you can get them used. I wouldnt do it unless you like spending money. buy an tuner for 250 used lets say....then add brenspeed tunes @ 125 or B ama tunes @ 180. You are now at the same cost or more for the tuner if you bought it new! and you still need to find an intake for under 300 to just stay below 700 which is still more than most combo are for new!

You're A/F ratio and timing will probably be off - not good.

They will not be off because the tune is written for the stock intake and whatever octane he uses.....the whole point of using the tuner is to correct the a/f ratio adn change the timing to get more HP, amongst other things.

Don't fool around with a used tuner, be patient, when you have the funds get the CAI/Tuner combo from the tuner of your choice. Trust us it'll be worth the wait.

this may be hard to believe but, the most gains would
come from simply dropping in a K & N air filter
(or equivelent).

if you look at these dyno results, you will see that just the air
filter alone, took the stock GT from:
261hp / 281tq to
274hp / 292tq

getting the jlt + tune gets you up to:
286hp / 302tq

I'm going start modding my Mustang. I wanted to buy a tuner first and flash to a 93Octane tune. Would it be safe to run a 93Octane tune with the stock intake? I will eventually buy an intake also, but I want to use the parts I buy right away.
