Well what I am shooting for right now is any of the following parts: Tuner, 4.10 gears, new cam, and a throttle body.

If you are going to do that go Gears, then cams (Port the heads @ the same time you do the cams....), then get a custom dyno tune.

ok fellas. quit saying a tb/plenum isn't worth it unless you get forced induction. i picked up a whopping 6RWHP from my tb/plenum when i put it on my car. as others have stated, it's for throttle response. you'll get a couple extra ponies, but nothing you're going notice.

Don't even waste your money on a throttle body and a plenum unless you are porting and polishing your intake or getting a blower. Get the tune and you will be happy you didn't waste that kind of money on that mod.
You my friend are an idiot, that's what the guy wants so don't give bad tech. A T/B plenum and tune is great way to start with mods and much cheaper than P/P intake and going F/I

+1. Yeah my throttle response went way up and i feel it only really on the top end. It feels like the car breathes a little better. 2v mustangs seem to suffocate at high rpms. Yeah its pointless to get a TB w/o an UI. You're going 75 with the throttle body then back to 65 again with the stock UI. You're only bringing in as much air as your tightest point.

What's a UI? I'm guessing upper intake?
