Get the car running correctly before you spray. As far as not having holes to plug the O2 sensors in, well that will be a problem when you're trying to make your own or when you buy MIL eliminators. I made my own, and had to physically cut through the original o2 sensor wires.

Anyway...So currently you just have wires hanging under the vehicle with now harness for the o2 sensor?

i have decided to get them tuned out and to wait on spray i just bought pi heads and now im researching cams thinkn about the comp 270 but i have decided to build the top end then tune and then spray do u have any advive on a cam

In my 98 I originally bought the Comp 270's, but couldn't get them to clear. I was running a stock NPI short block, PI heads, and the Comp 270's. Maybe your luck could be better than mine, but I had PTV clearance issues.
