Ok i found the cause if the problem, the rag joint is in great shape, the rack is leaking yes, but the bushings are causing the rack to move on the K member. There was play on both sides. i have new bushings ordered, waiting on the phonecall.

I am pissed off at Meineke, They told me it was the column problem, which would have costed me 500 to fix, it wasnt, i would have been 500 dollars in the hole with no repair. I asked them about the bushings and they said they were in great shape. I will never go there again.

Find yourself a good tech in the area. Never go to meineke/goodyear/tiresplus. There are some good techs at these independent shops but there are also a lot of hacks. Go to the dealer or find a ford performance specialist in your area.

Its fairly hard anymore, most would rather take your money than do a real inspection. Ive been screwed once by a small mechanic, took a torch to the frame, it was totaled by that one event. Now Meineke has tried to screw me.
