I don't think the filter is going to cause the problem you are describing.

Adding a cai will not cause this issue, the maf can read any extra air flowing through and its not enough to where the injectors can keep up. Now I'm not 100% sure how a stock intake system is set up on a stang, but if its anything like my ranger was then that hose is used for an intake air temp sensor, which on my truck was attached to a metal nipple. When I put in the intake system I fed the tube through then used a small tube to plug that hose. Give it a try and see what happens. I just know on my truck that hose wasn't meant to be left open.

On a 92 the air charge sensor would be in the intake

A 94-95 5.0 is a car worth having. Dont settle for anything less than what you want.
