Well, most of the POR15 products will do that. There are others out there but, I always use POR15. Been using it for years and in my view, the best out there. After you use this and it hardens up, the coating is like steel!

whats a good substance to neutralize rust?? i heard some navy sealer or something like that works well.

so you just paint it on and then let it sit for how long?? does neutralized rust still look brown cause i hate the way it looks

Rust encapsulators change the molecular structure, so it is not going to rust further. After it dries, you can paint it any color you like. You are probably referrig to Naval Gel which is what the Navy used for many years on their ships, but with the modern invention of rust encapsulators, Naval Gel is not used anymore on automobiles.
