Default Power steering problem

I have a 94 gt and the steering was kinda hard to turn while going slow. But now it is basicly impossible to turn in parking lots. Just to get out of a parking stall I have to either give it all that I can to turn the wheel or go back/forth a few times. Even driving around town is a challenge so I dont really want to drive much until I fix it. Is there any checks I can do to verify its the rack or the pump. Figure while Imswapping the motor for the 393 I can look into this. I have had many cars with manual racks and never had this much trouble trying to steer it. My 3/4 ton truck was almost easier to steer when the ps belt blew off it.
Pump is full of fluid/no leaks anywhere
