ECM Problems...HELP!

<FONT face="Courier New, Courier, mono" size=2>I'm trying to pass the vehicle test with my 3.8L 1999 Mustang, 5speed.for the county here in TN. The testing center says my computer(ECM)is not ready to be tested. I even went to another test place, same thing. Took to the dealership, they charged $47.00, and said, ok, drive it for about a week and it should be ready. No, it wasn't, and then went back to dealer, they gave me a drive cycle to do, did it, and still, computer tested not ready.</FONT></P>

They wanted to charge me $250.00 to inspect the wiring harness, then if it's not itsomehow test the computer, and charge more money and still not know what the problem is. Please tell me theres someone out there that knows what this problem may be. Surely I'm not the only one to have this problem. Any help would be great.</FONT></FONT></P>

For starters, that drive cycle your supposed to do is nearly impossible to do unless your on a closed circle track or something, I mean the speed and throttle positions your supposed to keep the car at for those times without exceeding them or braking etc. Its really not practical for anyone to do. </P>
Could you elaborate on "not ready to be tested". I mean, you either pass or fail an emissions test. The drive cycle you refer to is to get the computer "broke in" after a MAJOR computer repair, like a new CPU for example, not to fix a problem. I'm no Ford tech, but I did stay at a Holiday Inn last night... no in actuality I was in an OBDII seminar a few years ago (1999) shortly after the system came out. </P>
Surely though, your the only person I've heard of with that problem. </P>

<FONT face="Courier New, Courier, mono" size=3>IN THE STATE OF TENNESSEE THEY STARTED REQUIRING TESTING OF ALL CARS THAT HAVE OBDII, TO ENSURE I GUESS THAT YOUR CAR IS MONITORING EMISSIONS PROPERLY. </FONT></P>
Sounds like your car isn't going into closed loop. Those are all emissions systems that do not function until your car goes into closed loop. Closed loop occurs whenever your car warms up to normal operating temperatures. You didn't put a 160* thermostate in did you? Does your gauge read in the low normal range?

<FONT face="Courier New, Courier, mono" size=3>the gauge is always 1/4 up never past 1/2 way. could it be the thermostat not working properly?</FONT></P>
