maybe you have timing gears and don't know it. lol.

 

On my '86 Capri 5.0, the power steering pump whinnes like a big dog!
I replaced it years ago and bleed the system but no luck. I did not use a factory part,
I am thinking the cheeper aftermarket pump is the problem. I do not drive the auto enough to worry about it right now though.
A project for the future?

you could have a bent pulley. which causes the belt to squell

 

I had the same problem but my power steering pump was going out replaced it with a factory one and blled the system and its quiet now.
